Toxaway Views Homeowners Association

The Board of Directors welcomes you to the Toxaway Views Homeowners Association. We hope that you will love your home in the mountains as we do. You will find our homeowners friendly, eager to meet you, and willing to answer questions you have about the area.

Many of the homeowners attend our annual meeting that is held on the nearest Saturday to the fourth of July. You will receive notification of the time and place in the mail prior to the meeting.

All homeowners are welcome to attend quarterly board meetings. The meetings are usually on the third Saturday of January, April, July (day of annual homeowners meeting), and October. If you plan to attend a meeting, check with a board member for the exact time, date, and location. The Board is always interested in hearing your questions, concerns, and ideas. If you want to get involved with the Homeowners Association as a committee or board member, please let a board member know of your interest.

Transylvania County just recently updated the listing as of 2/11/2010 and will be sending a letter to each owner notifying them of the updated address and a "checklist" you should use for notifying everyone regarding the change. Please note that this is now the "official" site mailing address for TV unit owners.

February 17, 2010 - As most of you may be aware, this area has been hit by multiple weeks of continuous snow and ice making traversing the roads very difficult, if not sometimes impossible.

The entrance to TVHA is especially slick and the one incline just past building 3 is as well. The roads have been plowed a few times and salt has been spread. The problem is when the sun comes out during the day, it melts off the top layer of snow, then the temperatures dip down in the teens at night refreezing the melted snow from that day and making everything an ice skating rink the next morning. The snow plow blades have been placed as close to the pavement as they can go without damaging the roads or the blades themselves, but there is a few inches of hard packed ice that isn't melting very quick. Even the associations who have regular road maintenance are having a very difficult time with all this snow and ice.

Salt is becoming increasingly difficult to come by since most of the northern states and big cities seem to be receiving it first. The only place the local plow guys can find the salt is in Oregon and Ohio. Shipments are slow in getting to the mountains.

What most people don't realize is that salt is only effective down to 30 degrees. If the temperatures fall below that, might as well throw money down the drain because is doesn't melt the ice. There is another product on the market that works down to minus 5 degrees but it is extremely expensive and not readily available. The roads are being serviced by the snow plow crews to the best of their abilities, but sometimes Mother Nature wins out. Snow plows don't operate in blizzard conditions (for their own safety) until the weather clears and don't normally start servicing the roads until after the sun has been up a few hours giving it a chance to start warming up. If not, all they would do is pack down the snow/ice down even more making a bad situation even more dangerous.

Also, a warning to owners and their guests wanting to experience a "winter wonderland". They might have trouble getting up to TVHA and once there here, if we have more snow and ice, there are NO guarantees that they will be able to leave when they want to. Pro Management is doing the best they can to manage the situation within reason; however, sometimes even the property manager doesn't have any strings to pull when it comes to Mother Nature. 

Winterization Policy

Because owners are responsible for water damage caused by leaking or burst pipes, not only to their own unit but also ultimately to their neighbor's, the TVHA BOD requires that owners winterize their units during the winter season. The winter season is defined as November 1 through April 1.

If owners use their units sporadically between these dates, they should re-winterize after each visit.

Generally, winterization includes shutting off the water, draining water lines to relieve pressure, adding environmentally suitable antifreeze to sinks and toilets, and setting the thermostat to a point which will keep the unit from freezing or contribute to the freezing of adjacent units.

Winterization Suggestions:

The following are considered to be minimum items to accomplish winterization:
1. Shut off water supply
2.
Drain water lines (at water manifold)
3. Shutoff power to HW heater
4. Empty toilet bowls and tanks
5. Put environmentally safe antifreeze into all sink drains, toilet bowls, toilet tanks and tub drains
6. Adjust thermostat to a minimum of 55 F
7. Empty ice trays & replace tray under ice maker

Upper level units will be more likely to experience freezing conditions and should be given special attention.

Suitable antifreeze is widely available at discount, sporting goods and RV supply stores. It is propylene glycol based and labeled to be safe for septic systems. Automotive products, even if made with propylene glycol, are not suitable and will damage septic tanks.

Owner should check with their insurance companies to assure that they carry adequate content and liability coverage should there be a leak. TVHA will not pay for damage to individual units and may act to recover damages if negligence by an owner causes damage to infrastructure.

Work Order Request

TVs has a viable work order system in-place intended to provide tracking of all work order statuses and to keep the BODs informed as to progress and cost/invoice status. TVHA has a procedure for, preferably, submitting a work order request via this website, or alternatively downloading and printing a Work Order Action Request, which should be filled out and mailed or Faxed to Pro Management NC, LLC, who will enter into the work order status report. If a work request is not properly submitted by homeowners, the BODs have no way of knowing about or monitoring maintenance requests. Note that TV directors are strictly voluntary homeowners and deserve the same opportunity to enjoy their on-site time same as you; therefore, please extend them the courtesy of not interrupting their personal time with complaints and verbal or scrap paper request for your maintenance needs.

Notice to Owners

Please do not allow bears access to garbage or other food. Do not feed bears under any circumstances. Use your garbage disposal and/or bag & tie garbage in proper trash bags and place in the designated containers for collection, in accordance with the information provided below. Keep all garbage sites clean and collection container lids firmly closed. Note - the "new" collection containers may discourage the raccoons, but hardly slow down a bear. Do not leave pet foods out overnight. If bird feeders have been visited by a bear, stop feeding birds for 1 to 2 weeks.

 

 

Trash Pick Up

 

...... Trash pick-up is weekly (Tuesdays) from December through April and twice weekly (Tuesday and Friday) the rest of the year.

All trash must be bagged and tied. Please do not use grocery bags.

No loose items such as brooms, buckets, etc. will be picked up.

No large items such as furniture, appliances, etc will be picked up.

Small boxes will be picked up only if broken down.

Appliances or other large items may be picked up by arrangement with The Trash Company (BCDA, LLC) at 828-743-4243 at the owner’s expense.

 

Please do not place pizza boxes or any other loose garbage in the trash containers. All trash containers should be kept tightly closed to keep animals out and also make sure the trash enclosure doors are kept secure as well.

 

PLEASE - let this not be you! You know who you are and some of us may know also.

Rules and Regulations

The sidewalks, entrances, passages, vestibules, stairways, outside corridors and halls must not be obstructed or encumbered or used for any purpose other than ingress and egress to and from the premises.

No baby carriages, bicycles or other such objects shall be allowed to stand in the halls, passageways, or other common areas of the building.

No Unit Owner shall allow anything whatever to fall from the windows, doors or balconies of the premises, nor shall sweep or throw from the premises any dirt or other substances into any of the corridors, halls, ventilators or elsewhere in the buildings or upon the grounds.

No Unit Owner shall make or permit any disturbing noises in the buildings by himself, his pets, his family, servants, employees, agents, visitors and licensees, nor do or permit anything by such persons that will interfere with the rights, comforts, or conveniences of other Unit Owners.

No Unit Owner shall play upon, or suffer to be played upon, any musical instrument, or operate or suffer to be operated a phonograph, television set or radio in his Unit between the hours of eleven o'clock P.M. (11:00 P.M.) And the following eight o'clock A.M. (8:00 A.M.), if the same shall disturb or annoy other occupants of the building.

No Unit Owner shall conduct or permit to be conducted, vocal or instrumental practice, nor give or permit to be given vocal or instrumental instruction of any kind.

No pets shall be allowed to run at large in the common areas of the Condominium; however, a cat may run loose if belled. Dogs shall not be permitted outside of its owner's unit unless attended, on a leash, and under the control of its owner. In no event shall said dog ever be permitted in any of the recreation facilities i.e. pool area, tennis court, etc. All pet owners must pick up after their pets. Pets shall not be left unattended on porches or balconies. Tenants may not have pets within the Association.
